According to Union sports minister Mansukh Mandaviya, the policy represents a "transformative step" in reshaping India's sporting ecosystem and lays out a strategic roadmap for fostering sports culture at the grassroots level, improving infrastructure, supporting athlete development, and positioning India as a dominant force in world sports.
An official statement stated, "The new policy supersedes the current National Sports Policy, 2001 and lays out a vision to establish India as a global sporting powerhouse and a strong contender for excellence at international sporting events, including the 2036 Olympic Games."

The end of a high-level Indian delegation's "continuous dialogue process" in Lausanne with representatives of the International Olympic Committee (IOC) fell on this day; the dialogue process examined the possibility and viability of Ahmedabad, India, hosting future Olympic and Paralympic Games. It will look to position India as a global sports tourism hub and capitalize on major sporting events," according to the sports policy document, which reveals a comprehensive development strategy for Indian sports.
"India can greatly strengthen its tourist industry, generate employment, and boost local economies by bringing in foreign visitors and tourists. India will host significant international competitions and games in order to accomplish this aim, which will boost the nation's global image and bring in a lot of money.
By improving sports programs at all levels, from the grassroots to the elite, including talent identification and nurturing, competitions, and the development of sports infrastructure in rural and urban areas, the strategy seeks to promote India's performance on the international stage.
"Wherever possible, potential and prominent Indian-origin athletes living overseas may be encouraged to return and compete for India at the international level," the policy states.
It recognizes the necessity of creating top-notch training, coaching, and athlete support infrastructure. The policy emphasizes using sports science, medicine, and technology to improve athletic performance as well as strengthening the governance and capabilities of sports federations.
The plan suggests a reformed financing system, which includes novel approaches from the commercial sector. "An oversight body or mechanism, if required, may be formed to strategize, execute and supervise funded activities. "The policy will incorporate Return on Investment (ROI) considerations for private entities, making their involvement in sports development both attractive and sustainable."
Policy includes creating a strong sports equipment manufacturing industry and encouraging a positive climate for sports startups and entrepreneurs through a variety of initiatives and programs. The NSP 2025 intends to include sports in the school curriculum in accordance with the National Education Policy 2020. Its goal is to offer specialized training to instructors and physical education teachers in order to raise awareness and education about sports.
"The necessary regulatory framework, including law if necessary, will be established for governance in order to prepare India's sports environment for the 2036 Olympics."
The government has published the first version of the National Sports Governance Bill, which intends to improve administrative efficiency and reorganize the governance of sports federations.
