BCCI to Enforce Mandatory Permissions for Victory Parades

New Delhi: To prevent crowd occurrences similar to the Bengaluru stampede on June 4, which overshadowed Royal Challengers Bengaluru's long-awaited IPL triumph, the Board of Control for Cricket in India (BCCI) is likely to mandate that all winning teams first obtain prior permission from the appropriate authorities and refrain from immediately arranging celebrations.
As the RCB team gathered at its home ground after ending an 18-year wait the previous night by winning the IPL title in the final against the Punjab Kings, the crowd surged close to the M Chinnaswamy Stadium, killing eleven people and injuring more than thirty.
The BCCI Apex Council convened on June 14 and established a three-person committee to create regulations for future festivities, while the authorities in Bengaluru are still looking into the events.
"As decided, the draft (report) will be ready within 15 days, by June 30," Devajit Saikia, secretary of the BCCI, who chairs the committee, stated on Saturday.

To guarantee that public safety is given the highest priority, the panel is anticipated to mandate that any winning team must first obtain all necessary approvals from the relevant state government, including the police. Saikia also stated that it is probable that it will be required for those clearances to go via BCCI.
Things like not having any team parade from the airport will be taken into account as well. The panel is anticipated to recommend that a foolproof mechanism be established if any such measures are taken. All franchises will receive the last paper.
The panel that will create the regulations also includes Rajeev Shukla, vice-president of the BCCI, and Prabhtej Singh Bhatia, treasurer of the BCCI.
In the aftermath of the stampede, the Karnataka cabinet has introduced a bill for crowd management that is expected to include measures to punish individuals who disobey police instructions. In the event of injuries or fatalities, the event organizer is also likely to be held accountable for paying damages.
The Karnataka high court ordered the police on Tuesday not to extend the scope of its inquiry outside the boundaries of its original FIR (first information report). The court also prolonged the provisional immunity from arrest granted to high-ranking officials of RCB, the Karnataka State Cricket Association, and the company that sponsored the stadium event through July 8.
The stadium has a capacity of about 30,000, as stated by the Karnataka government, but more than 200,000 people are said to have congregated outside and around the location, causing the stampede.
