Fuel Ban for Old Vehicles: These Cities Will Enforce New Rule from November 1

The Haryana government has released a comprehensive plan to gradually eliminate harmful cars in the NCR (National Capital Region). The state administration hopes to drastically enhance air quality throughout the NCR, which has become a nuisance for some of the area's municipal governments, under this strategy. In accordance with this action plan, the gasoline stations in Gurugram, Faridabad, and Snipat will stop providing fuel to End-of-Life (ELV) cars on November 1, 2025.
According to an official announcement from the Haryana government, petrol and diesel will no longer be provided to old, polluting vehicles at fuel stations in Gurugram, Faridabad, and Sonipat starting November 1 of this year. From April 1 of the following year, this restriction will apply to the other NCR districts.

To implement this regulation, every petrol station in the previously mentioned cities will be equipped with Automatic Number Plate Recognition (ANPR) cameras by October 31, 2025. The ANPR will be installed at fuel stations in the first phase districts by October of this year, while the rest of the NCR will do the same by March 31 of the following year. According to the official announcement, these systems, together with traffic surveillance cameras and Command and Control Centers, will be crucial for identifying vehicles at the end of their useful life for issuance of challans, towing, and scrapping.
ELVs are defined as vehicles that are either no longer correctly registered, have had their registration canceled, or have been declared unfit through Automated Fitness Centres.
Additionally, in a significant step toward sustainable transportation, the Haryana government has declared that only electric or CNG three-wheeler auto rickshaws will be integrated into current fleets in the future. Beginning November 1, 2025, only BS6-compliant light, medium, and heavy goods carriers will be permitted entry into Delhi, with the exception of Delhi-registered vehicles and essential services. According to the statement, beginning October 31, 2026, all non-conforming freight vehicles, regardless of whether they are carrying necessary items, will be prohibited from entering the city.
According to the news organization PTI, 382 BS6 buses will be introduced by the end of October of this year to improve connectivity between Delhi and Haryana. Beginning January 1, 2026, the fleet will not be permitted to add any new diesel or gasoline two-wheelers, four-wheeled light commercial vehicles (LCVs), or large goods vehicles (LGVs) of category N1. Beginning on November 1, 2026, all buses entering Delhi—regardless of whether they are tourist buses or special permit vehicles—must operate in EV, CNG, and BS6 mode.
