Though the release date of the film is not known yet, but we know that Heads of State is an upcoming American action-comedy film directed by Ilya Naishuller. In 2020, Amazon Studios announced their acquisition of the project, with Idris Elba and John Cena set to star. Two years later, in October 2022, Ilya Naishuller was connected to direct the film. Priyanka Chopra Jonas joined the cast in April 2023. Filming commenced in London in May 2023.

In July 2023, a video uploaded onto social media from sets in London was connected with the project of Ilya Naishuller's directorial. This video captured Priyanka while preparing for a scene involving Idris Elba and John Cena in a back alley. The trio intensely discussed a scene while talking. Minutes later, Elba spotted the camera recording the footage and directed Priyanka to it. After this, they waved to the individual filming them, while Cena tried to find the camera's position.
